    diggerはapplyコメントのときに，masterのdigger workflowを動かす．このため，terraformのバージョンアップデートみたいなPRをapplyすると，apply時のworkflowが指定しているterraform versionとtfstateのバージョンに差が生じてしまってapplyに失敗する．
