It touched me that Yukari was the one to set it all up. Though she admits that she set up the whole Masquerade festival just to give Reimu a little bit of rest and interact with regular people without people seeing her as the Hakurei miko. But Yukari can't admit that she's doing it out of guilt or worry. It does make sense for Yukari to feel that way, because the responsibility she gave to Reimu distances her from the rest of humanity.
Kanako contrasts the situation with their own Sanae, who they feel like they robbed of her humanity in order to survive. Kanako says that they intended to leave Sanae behind in the human world and let her live out the rest of her days there due to the guilt they would have to bear if they took her with them to Gensokyo, but in the end she went with them on her own volition.
Kanako suggests to Yukari that maybe she shouldn't be so worried. Reimu might genuinely be enjoying her role as the Hakurei miko.
