この辺りよくわかってなかったけど、Image の load が呼ばれるタイミングって HTMLMediaElement の loadedmetadata と同じようなタイミングでデコード処理はなされていないから、Image#decode() でデコードタイミングの Promise が取れるみたいな認識でいいのかな。
