Turns out I'm a big dumdum, PeerTube v1.3.0 is still only a release candidate. Which sucks, because I want to see how the Japanese localization is, except not enough to risk breaking my instance by installing it.

@baka upgrade instructions still return 1.2.1 as "current version". If 1.3.0 isn't official enough to be listed there, I'm not fucking with it. It works now, I'm not going to risk making it unwork.
