設定ファイルも問題無さそう
$ egrep -v "^#|^$" /etc/systemd/timesyncd.conf

NTP=ntp.nict.jp
FallbackNTP=0.debian.pool.ntp.org 1.debian.pool.ntp.org 2.debian.pool.ntp.org 3.debian.pool.ntp.org

restart しても駄目
$ sudo systemctl restart systemd-timesyncd

他のntpd が居たりもしなそう
$ ps aux|egrep "ntp|chrony"
$ dpkg -l|egrep "ntp|chrony"
ii chntpw 1.0-1.1 amd64 NT SAM password recovery utility
