According to Japanese law, a voice-capable SIM card cannot be sold without registering the name and Japanese mailing address of the buyer. However, this apparently doesn't cover data-only SIMs. Odd loophole, given that there are numerous VOIP capable apps for smartphones. This does explain how zero-ID SIM vending machines can exist in Tokyo without the police freaking out. But I wonder how long before that loophole closes.

I think this is mostly reactionary legislation, though. The net cafe/ID thing is because of some high profile cyber-crime cases in the Tokyo, I think, so the municipal government felt the need crack down.

Well, voice capable SIM cards to be more precise. Cash-and-carry for second hand smartphones is possible, but short of black market shenanigans you won't be making calls without ID here. -
