@epicmorphism i worked on making the notification filter *by* people you've blocked/muted

currently it won't filter replies to them - that's a rather harder thing to do, since if there's a reply to both (@ blocked, @ not blocked), should we filter that?

but as it stands, it's an activity by someone you *haven't* blocked, therefore it's shown
