The government doesn't have a comprehensive strategy for dealing with solid waste, hasn't been approving new landfills (as I understand it) because their existing ones predated international requirements and new ones would be comparatively difficult and costly to establish; doesn't have widespread recycling and has a generally wasteful attitude toward product design. Most of their waste isn't suitable for incineration and their technology level isn't such that it can produce clean-ish emissions.This is how I understand it from reading some articles on it.
