      黒岩県知事、「神奈川独立国構想」を表明
      神奈川県の黒岩祐治知事は2012年4月24日の会見で、県内全域を特区として医療、産業などの分野の規制緩和を進める「神奈川独立国構想」についての考えを明らかにした。知事は「常々、日本を再生する神奈川モデルをつくりたいと言ってきた。国ができないことをやるために、特区制度を全県的に活用する」と表明。「構想が実現すれば、例えば外国人の医師、看護師が働けて未承認薬も使える、開かれた医療が実現できる」と語った
