KDE neon is based on Ubuntu, so you get all the repositories and goodies you can find there...
EXCEPT
The KDE stuff is linked to KDE's release repositories. This means you get the new versions of KDE software (Plasma, Krita, Dolphin, Konsole, and so on) updated the moment they are released.
It can take some time, even weeks, before new versions of KDE software make it into other distros.
That is the main difference between neon and other distributions.
