@deprecated It doesn't need to. Think of it more as racial revenge for the war on drugs. They didn't go door to door confiscating drugs, but there's still tons of people in jail for it because they found them during a traffic stop or something.

@deprecated That's their goal though, why wouldn't they think of that as a win?They can empty the jails of the clients of their patronage networks, and replace them with enemy demographics.
