Pleroma makes investments in resources for the projects that are key to making a compelling solution (the Roma clients are variants that feature Pleroma-specific features that wouldn't be appropriate for upstreaming), by sponsoring development with $$$ and manpower.
Purism so far just takes and, while complying with the GPL does not actually engage the ecosystem partners they are building their products from. -
