@Zettour filtering content for children is not reasonablethere are some things exposure to which can hurt children (violent shock videos etc), but those things hurt adults too and so are generally filtered out at a higher level

@shmibs Parents are never going to be able to read entire books for objectionable content before their child begins, the only way to reasonably filter content is to precategorize. It appears the library is doing an actual review and deciding to keep at least some of the items in dispute. It's reasonable to not provide certain types of content to young children; this isn't "first graders aren't allowed to read Tolkien" it is "first graders shouldn't be reading 50 Shades of Grey without parental approval".
